Cannabis Licensed Operators
As part of cannabis legalization, the State of Nevada is responsible for regulating businesses that participate in the cannabis industry. Only businesses licensed by the State specifically for cannabis operations are legally allowed to grow, manufacture, test, distribute, or sell cannabis in Nevada. Consumers may only legally buy cannabis from a state-licensed retail store.
There are five types of cannabis establishment licenses:
Cultivation Facility
Licensed to cultivate (grow), harvest, and package cannabis; to have cannabis tested by a testing facility; and to sell cannabis to retail cannabis stores, to cannabis product manufacturing facilities, and to other cultivation facilities, but not to consumers.
Distributor
Licensed to transport cannabis from a cannabis establishment to another cannabis establishment. For example, from a cultivation facility to a retail store.
Product Manufacturing Facility
Licensed to purchase cannabis; manufacture, process, and package cannabis and cannabis products; and sell cannabis and cannabis products to other product manufacturing facilities and to retail cannabis stores, but not to consumers. Cannabis products include things like edibles, ointments, and tinctures.
Testing Facility/Laboratory
Licensed to test cannabis and cannabis products, including for potency and contaminants.
Retail Store
Licensed to purchase cannabis from cultivation facilities, cannabis and cannabis products from product manufacturing facilities, and cannabis from other retail stores; can sell cannabis and cannabis products to consumers.
Consumption Lounge
Licensed to allow consumption of single-use cannabis products or ready-to-consume cannabis products. Retail attached consumption lounges are those attached to or immediately adjacent to an adult-use cannabis retail store. Independent consumption lounges are those not attached to or immediately adjacent to an adult-use cannabis store.

Cannabis establishment license renewal applications can be completed using the Cannabis Customer Portal: https://aca.accela.com/nvmed/. The establishment license must first be linked with a PIN by an owner, officer, board member or point of contact. The renewal application will automatically become available 60 days prior to the license expiration date.

All employees, contractors, volunteers, owners, officers, and board members of a cannabis business must always carry a current registered Agent Card while at a facility. The Agent Card is issued by the Nevada Cannabis Compliance Board (CCB) and a background check must be completed as part of the application process.
There are limitations on who can work for or volunteer at a cannabis business:
- Must be 21 years or older.
- Cannot have been convicted of an excluded felony offense.
- Applicant is compliant with any order or plan for repayment of child support.

HOW TO APPLY:

- Complete the basic information in the online form.
- Upload a picture of your government issued I.D. and a passport quality photo.
- Once you have completed the attestations, you will see a submission confirmation page. Please print the submission confirmation page (write your name/card category) and remit along with your agent card fee to the address provided.

PAYMENT AMOUNT: Pursuant to NRS 678B.390 and 678B.340, effective July 1, 2020, the cost of an agent card is $150 per category and each card is valid for 2 years. If you are applying for multiple categories of cards such as cultivation, production, and dispensary, you must apply for a card for each category at $150 each.

Cultivators, Producers, Labs, and Dispensaries/Retail Stores are required to file Quarterly Physical Inventory Counts and Monthly Reports every quarter. Email any questions regarding these reports to [email protected]. Transporters/Distributors are required to submit quarterly reports identifying all inventory and/or layovers accepted every quarter. Effective 10/1/2021, all Quarterly Physical Inventory Counts and Monthly Reports must be submitted in the Accela Cannabis Customer Portal under the license they are for.
Quarterly Physical Inventory Counts
In accordance with NCCR 6.080(8) all licensees must conduct a quarterly inventory to maintain compliance. To assure that the criteria is met, all licensees are required to submit a copy of their quarterly inventory reports to the CCB 30 days after quarter end beginning March 31, 2019. Failure to comply with submission requirements may result in disciplinary action including but not limited to civil penalties and/or license suspension.
Monthly Cultivation Report
All licensees are required to submit their reports to the CCB 30 days after quarter end beginning April 1, 2019. For example: April, May and June reports are due no later than July 30.
Monthly Dispensary and Consumption Lounge Report
All licensees are required to submit their reports to the CCB 30 days after quarter end beginning April 1, 2019. For example: April, May and June reports are due no later than July 30.
Monthly Production Report

Cannabis Distributor Temporary Storage Notice
Use this form to report an extraordinary circumstance that makes it necessary to temporarily store product. Describe the unusual or extreme facts of the situation that necessitate temporary storage. Temporary storage at the distributor's establishment may not exceed 3 days without written consent from the CCB. If the product is removed from the vehicle for storage, the inventory shall be verified following off-load and prior to on-load.

Request by the Board of County Commissioners to Issue a Medical Cannabis Establishment License
This form is used by the board of any Nevada county that does not have any medical cannabis establishments as of December 13, 2023, to request a one medical cannabis cultivation facility and/or one medical cannabis production facility.
Transfer of Interest Packet (Change of Ownership)
When a change to the ownership of an establishment is proposed, this form must be completed and submitted to the Department for approval prior to the transfer.

Social Equity
General Information
AB 341 (2021) established the designation of social equity applicant for those who qualify under the new applicant type to apply for an independent cannabis consumption lounge.
Per AB 341 Sec. 12.4(3), at least 10 of the first 20 adult-use cannabis establishment licenses for an independent cannabis consumption lounge issued by the Board must be issued to social equity applicants.
Qualifying as a Social Equity Applicant
As outlined in NCCR 5.055, social equity applicants must meet the following criteria:
- Have at least 51% ownership in the business;
- Have resided in one of the following census tracts nationwide for no less than the previous five years meeting the following two criteria:
- A census tract with an Area Deprivation Index score of seven (7) state-only decile or higher; and
- A census tract that has a minimum incarceration rate in the 90th percentile, or roughly 3.3% or higher, of everyone who grew up in the census tract was in jail or incarcerated at the time of the 2010 Decennial Census.

- Included in at least one of the following categories:
- Convicted of a non-violent felony and/or misdemeanor cannabis offense; or
- Their immediate family member (parent, sibling, or child) was convicted of a felony cannabis offense and who lived in or currently lives in a census tract, designated by the Board.

Social equity applicants shall have the administrative processing fee reduced by 75%.

Change of Location
The CCB has introduced new functionality to the Change of Location amendment in the Accela Customer Portal. As a result, the ‘Change of Location Request’ form is no longer a required document.
Request by the Board of County Commissioners to Issue a Medical Cannabis Establishment License
This form is used by the board of any Nevada county that does not have any medical cannabis establishments as of December 13, 2023, to request a one medical cannabis cultivation facility and/or one medical cannabis production facility.
Transfer of Interest Packet (Change of Ownership)
When a change to the ownership of an establishment is proposed, this form must be completed and submitted to the Department for approval prior to the transfer.

Social Equity
General Information
AB 341 (2021) established the designation of social equity applicant for those who qualify under the new applicant type to apply for an independent cannabis consumption lounge.
Per AB 341 Sec. 12.4(3), at least 10 of the first 20 adult-use cannabis establishment licenses for an independent cannabis consumption lounge issued by the Board must be issued to social equity applicants.
Qualifying as a Social Equity Applicant
As outlined in NCCR 5.055, social equity applicants must meet the following criteria:
- Have at least 51% ownership in the business;
- Have resided in one of the following census tracts nationwide for no less than the previous five years meeting the following two criteria:
- A census tract with an Area Deprivation Index score of seven (7) state-only decile or higher; and
- A census tract that has a minimum incarceration rate in the 90th percentile, or roughly 3.3% or higher, of everyone who grew up in the census tract was in jail or incarcerated at the time of the 2010 Decennial Census.

- Included in at least one of the following categories:
- Convicted of a non-violent felony and/or misdemeanor cannabis offense; or
- Their immediate family member (parent, sibling, or child) was convicted of a felony cannabis offense and who lived in or currently lives in a census tract, designated by the Board.
Fees for Social Equity Applicants
Social equity applicants shall have the administrative processing fee reduced by 75%.
